Learning evaluation is a core component of the education system, ensuring the effectiveness of the teaching and learning process. Evaluation is not simply a matter of measuring or assigning grades, but rather a systematic and ongoing process of obtaining, processing, and interpreting information related to the achievement of learning objectives. In modern education, evaluation plays a strategic role as it serves as the basis for determining policies, improving the learning process, and enhancing the quality of student learning outcomes. Without evaluation, educators cannot determine whether learning is proceeding according to plan or whether improvements are needed.
According to Ralph Tyler in his book Basic Principles of Curriculum and Instruction (1950) stated that evaluation is a process used to determine the extent to which educational goals have been achieved. Tyler emphasized that every learning activity must be goal-oriented, so that evaluation
becomes a tool for comparing actual results with the formulated goals. Meanwhile, Suharsimi Arikunto (2013) stated that evaluation is a process for collecting information about a particular object, then using this information as a basis for making decisions. Thus, learning evaluation not only measures student learning outcomes but also supports teachers in making decisions related to teaching strategies, media selection, and the development of learning materials.
